[ARCHIVED] The Village of Deerfield Begins Preparations, Hiring for Partial Special Census

The new AMLI and Woodview luxury apartment developments completed construction in November 2015, and January 2016, respectively. With their opening, the estimated increase to the Village’s population is 798 residents. This is noteworthy since the Village receives State-shared-municipal-revenues on a per capita basis, e.g. Income, Use, and Motor Fuel Taxes. Thus, Village staff investigated the feasibility of a Partial Special Census- a targeted count between the regular decennial Census cycle- to document the population increase in these two locations and qualify for the per-capita-shared-revenues sooner than would otherwise be the case.

On June 20, 2016, the Village’s Board of Trustees authorized an agreement with the U.S. Census Bureau to conduct a Partial Special Census for the residents located at AMLI and Woodview. The Village anticipates receiving an increase in funding of, on average, approximately $52,000- $113,000 annually based on the results of this Census. These funds are critical for the Village to provide essential services like street repair, public safety, programs for our seniors, and other important services we depend on every day.

The Village is working closely with the U.S. Census Bureau to begin the official Partial Special Census count by late January. In order to meet this goal, local residents are needed to work as Enumerators, crew leaders, and clerical staff. Enumerators will visit AMLI and Woodview households and collect a few facts about each member such as name, age, and relationship to the householder. Enumerators are paid $15.18 per hour, clerical staff $12.18 per hour, and the crew leader $16.18, plus mileage and paid training.

To be considered for temporary Census employment, review the job description fact sheet to determine if you meet basic eligibility requirements. Then submit a completed job application to Dan Elsass, Human Resource Coordinator, at Village Hall, 850 Waukegan Road, Deerfield, IL 60015 no later than December 15, 2016. The job description fact sheet and job application can be viewed online by visiting http://www.census.gov/programs-surveys/specialcensus/employment.html or on the Village’s website at http://www.deerfield.il.us/jobs.aspx. Paper copies of both documents can also be picked up at Village Hall.

Selected applicants will be contacted just prior to the Partial Special Census to take a job-related test to further determine suitability for Census employment. The job description fact sheet and application also includes information about identification documents you need to bring to the testing session. If selected, applicants will be invited to attend a training class and then given a work assignment that lasts approximately 2 to 4 weeks.

The Village last conducted a Partial Special Census in 1997 following the occupancy of Coromandel, Bristol Place, and other new subdivisions, resulting in an addition of 1,511 residents to the Village population and $136,000 annually to the per-capita-shared-revenues.
