This post is provided to continue coordination for the Village of Deerfield’s Hazel Avenue Infrastructure Project, which is scheduled to take place in 2025 along Hazel Avenue between Wilmot Road and Waukegan Road. A preconstruction meeting for all residents that live within the project area was held by the Village on November 12, 2024. A recording of this meeting is available for viewing via this blog. Various letters have also been sent out to those that live along Hazel Avenue regarding the project.
The primary scope of this project is the full replacement of the existing water main(s) and water services, storm sewer upgrades, sidewalk improvements, and a full reconstruction of the roadway along Hazel Avenue between Wilmot Road and Waukegan Road. Traffic will be detoured around the construction area while work is in progress. While the contractor will accommodate local traffic, drivers are encouraged to use alternate routes or limit travel on Hazel Avenue when possible. Please see below for a map of the project limits and alternate routes. It should be noted that the entire stretch of Hazel Avenue will not be under construction at all times, rather sections of Hazel Avenue will be impacted as needed.
The contractor anticipates to start tree removals, which are required to construct these improvements, along with other preliminary work within the Village right-of-way in the next couple weeks. After the preliminary work is completed, the contractor will begin the underground construction in early March, weather depending. Work will begin west of Stratford Road and is scheduled to be completed by Thanksgiving.

Project Phasing: Generally, the contractor will be dividing the project into three smaller sections (Wilmot – Stratford, Stratford – Chestnut, Chestnut – Waukegan) and each section’s work will be divided into three stages: Stage I - underground utility work; Stage II - concrete installation and roadway rehabilitation; and Stage III - parkway restoration.
Stage I: - Underground utility work - Stage I will include the installation of traffic control and utility (water, storm and sanitary) installation. Most of the construction will be performed within the roadway area with the exception of the replacement of water services and possible sewer work within the parkway area. Private items located within the parkway or Village right-of-way (e.g. fences, sprinkler systems, electronic “invisible” dog fence, landscape features, special decorative rocks, special vegetative plantings, etc.) should be removed or stored offsite to prevent damage during construction. The Village WILL NOT repair or replace private items left within the parkway or Village right-of-way that are damaged during construction.
Stage II: Concrete curb replacement, sidewalk repair, roadway paving - During this stage, the contractor will remove the sidewalk, curbs, pavement and roadway base and begin to reconstruct the roadway. During this work, residents whose concrete curbs, driveways, and/or sidewalks are repaired in front of their driveway may lose access to their driveways for a period of time while these items are being installed. Residents will be notified prior to this disruption and asked to park their vehicles on adjacent side streets or in neighboring driveways during the construction. Those that need constant access to their driveways are asked to contact the Village.
Stage III: Parkway restoration - All parkway areas disturbed by construction activity will be restored as part of the project. However, due to excessive summer heat in July and August, it is possible that sod installation may be delayed until temperatures allow. Further, due to the complex nature of the project and the unpredictability of the weather, some delays and disruptions may occur that are outside of the contractor’s control.
