Initial Construction Notice

Subject: Woodvale Avenue Project Construction Notice
The purpose of this correspondence is to inform you of the upcoming roadway project on Woodvale Avenue. This notice also serves as an invitation to the public meeting that will be held on Wednesday March 11, 2020, at 6:30 p.m. The meeting will take place at Deerfield Village Hall, located at 850 Waukegan Rd. Many topics that can’t be covered in this letter will be discussed at the meeting. We will also be introducing our consulting engineer who will remain onsite throughout the project. All residents are strongly encouraged to attend.
The scope of this project will include the full reconstruction of the existing roadway of Woodvale Avenue and Woodridge Court, patching on North Avenue, installation of new storm sewer, spot repairs to water main, installation of a new 5’ sidewalk along Woodvale Avenue, installation of a new swale located between the new roadway and the creek, and associated parkway restoration.
Due to limited space while the roadway reconstruction is underway, it is anticipated that Woodvale Avenue traffic will be reduced to northbound traffic only. If this occurs, traffic will be detoured around the project via local streets and detour signs will be installed.
On February 20, 2019, the Village held a public meeting at the Deerfield Village Hall to present the findings of the drainage study of Woodvale Avenue and the recommended flood remediation options. Two different options were presented and residents living along Woodvale Avenue were given an opportunity to voice their opinion and “vote” on a preferred option at the public meeting. The majority of those who provided feedback were in favor of the option ultimately selected, even though minimal flood protection is provided under that option. A copy of the letter that was sent out to residents is included for reference.
Project Schedule: To facilitate the work and keep the contractor on schedule, the project will be divided into three stages: Stage I - underground utility work; Stage II - concrete curb installation and roadway rehabilitation; and Stage III - parkway restoration. Weather depending, the contractor is anticipating beginning construction in the next couple of weeks.
Stage I: Underground utility work
Stage I will include the installation of traffic control, water main spot repairs and service installation, storm sewer installation, and pavement patching on North Avenue. If you have existing items within the parkway or Village Right of Way, (i.e. a special decorative mailbox, sprinkler system, electronic “invisible” dog fence, landscape features, special decorative rocks, special vegetative plantings, etc.), you should remove or store these items to avoid damage by construction activity. The Village will not repair or replace private appurtenances left within the parkway or Village Right of Way that are damaged during construction.
Stage II: Concrete curb removal/replacement, sidewalk repair, roadway rehabilitation
During Stage II, the contractor will remove the existing roadway pavement, install the new curb and sidewalk, and pave the roadway. During this work, residents may not have access to their driveways for a short period of time (3-7 days) while concrete curbs, sidewalks, and driveway aprons are being installed. Residents will be asked to park their vehicles on neighboring streets or driveways during construction hours (7:30 a.m. to 7:00 p.m.) or in front of their homes after construction hours.
Stage III: Parkway restoration
All parkway areas disturbed by construction activity will be restored. With the exception of minor landscaping, construction is expected to be completed by September 4, 2020. However, due to the complex nature of the project and the unpredictability of the weather, some delays and disruptions may occur. Additional construction notices will be provided as the project progresses. If you are planning a special event, such as a wedding or large party, or have special needs, please contact the Village and they will do their best to accommodate you.
